I emailed the City and asked for permission, expecting that in 12-18 months someone would email back that they were looking into it. But within an hour, I got a "yes" from them:

Stephanie: As long as the maps are not altered and the City of
Minneapolis is cited as the source of the maps, you can reprint the map
only the purpose you requested.
