One alternative approach
The rejected plan called for the U.S. to get equity in the underlying foreclosed properties (i.e. we'd own a bunch of empty houses). One alternative that sounds to me like a better deal would provide for the U.S. to instead get an equity stake in the banks that hold these mortgages. I've heard this described several places; here's one.
